Comparison of Alpine
Resorts and Municipal Charges
In
2007, Council commissioned a consultant economist to undertake an
update of a 2003 comparative study of rates, rents, service charges
and contributions at Victorian Alpine Resorts and equivalent charges
at selected New South Wales ski resorts and Victorian municipalities.
While the various
resort and municipal entities surveyed provide different scope of
services and apply different charging regimes, a bed-based approach
was adopted as the most valid method of comparison. The study covered
property charges, charges related to the provision of municipal
type services and water and sewerage, per capita Government grant
income and gate entry charges.
The report
shows that the Victorian Alpine Resort Management Board charges
compare favourably with equivalent charges imposed by adjacent Victorian
municipalities and the New South Wales alpine resorts.
